phone wont charge, but says it is?

Hi everyone. I don't know if I'm in the right place but hoping someone can help.

My s4 mini won't charge at all, now its completely dead I cant get it to turn on.

The battery was getting low, I put it on charge and the phone recognised the cable,lit up and the battery even had the charging symbol.

Went back an hour later and had decreased to 3%. Put it back on charge lit up symbol on but still no charge now I cant get my phone on. Have had to buy a new phone but would like all my stuff back if possible, anyone got any suggestions?

I've had problems where some chargers don't always work. Are you using a Samsung charger?

Yes I used a Samsung charger, as well as an LG and HTC. They all connected, the screen lit up and the charging symbol was present, however the phone didn't charge and kept going down until it died and now I can no longer turn it on
