Phone won't connect to laptop

Whenever I connect my phone to my laptop, it will only let me select the "Charge only" option. Disk drive used to be an option but it's not there anymore. How can I get that back?

So I locked my phone but when I went to unlock it, it showed a black screen and then restarted itself and now it won't let me unlock it... Should I just take it to T-Mobile?
