Phone won't turn on

Hey my phone literally just died and now it won't turn on, and there is no battery on the screen when its plugged in.

I've had the phone less then a month.

nope it was at like 2%

Try plugging it in for an hour before trying to turn it on. See if that works.

I intentionally let mine run down to 0% charge [so that it shut itself off] and plugged it in. It took between 2-1/2 and 3 hours to come up to full charge. I have heard on one of the S4 mini forums that it is a good idea to do this from time to time [once a month], and that it is best for battery life to not use the phone during this process.
