When I set up an album on my phone, will it syncs to my laptop and can I subsequently add to it?

It depends on how you set up the album. If you create a new separate directory and place the actual photo files in that directory, the photos won't sync. I recommend syncing your photos with your Google Photos in the cloud, where you can create and edit albums:
