Question Photos keep coming back

Deleted Gallery photos keep coming back. How can I fix this? Thanks in advance.

Also, do you have a second (or third) device that could be syncing to say OneDrive and auto downloading pictures and subsequently syncing back ti Photos or Gallery.

I use an Alcatel 1B. The photos are in the Gallery.

I do have a laptop, but I don't know about One Drive. The photos are in the Gallery. I use an Alcatel 1B and I have very limited knowledge about computers.
