Blur is usually the result of slow shutter speed, and cameras typically reduce the shutter speed to increase exposure before turning up the ISO because it results in better image quality.

What kind of shutter speeds are you seeing? If you view image details in gallery you can find it.

1/24s is definitely too slow for any motion and likely to cause blur if you can't hold the phone steady. Short of using pro mode and increasing shutter speed I'm not sure if there is a fix. The camera is capable of much higher ISO, it's strange it isn't increasing it further to get a more acceptable shutter speed.

I don't possess a Note 20 but if the camera app still has scene optimization toggling that on/off may improve your results.
