My phone says I have 1.66gb of photos and video but I only have a handful of photos on my phone and I need the space

It must be the gallery thumbnails. It's what android uses to preview our images and videos in the gallery. No use deleting it. they would reappear the next time you open the gallery. annoying issue. I guess you have to bear with it.

But I don't think it takes up any amount from the available free space on the phone.

Open a file manage application and sort the sd card by size. Take a look at the files that are consuming large amounts of memory and see if you can delete anything that is not needed. Remember, videos also take a lot of memory. A few high quality videos can easily eat up a few GB of memory.
