Picture Change Item Missing on Pie

In previous versions of the picture software you were able to 'superimpose' a picture on to a different picture. Suppose you wanted to add your friends face to a picture he wasn't in. I would use the cut out / lasso tool to make a 'head only' picture (which I can still do) but also able to put that picture 'into' a different picture. I can't seem to figure out how to do this with Pie, or if they've just taken it away altogether.

Any help would be great.
