Picture in Picture Not Working if I hit the Recent button

I am on Pie.

This occurs for any PIP, including YouTube or Google Maps.

Issue example: I'm playing a YouTube movie, if I hit the home button the movie minimizes into a small PIP. I can then open another app (i.e. email or sms) and the PIP remains playing in the lower right corner.

However, if I'm playing the YouTube movie within the app and I hit the recent button to choose a recent app. Immediately the YouTube movie stops and when I select another app, the PIP is not in the right-hand corner.

Now if I first hit Home and then hit recent, I can then select the app in the Recent menu and it will still have the PIP in the lower right.

I remember having this issue in Oreo, but found a setting in one of the Good Lock apps that I had triggered that created this behavior. But with the update to Pie, that feature in Good Lock no longer exists.

I had wiped my device fully after the upgrade to Pie. I also have PIP enabled for both apps and they work fine, but ONLY if I hit home and then open another app.

What am I missing?
