Pictures do not delete.

I'm asking what could be the issue as far as why my pictures are not deleting? I have auto backup turned off. And I empty the trash can. Could someone help. What am I missing?

Are you talking about the stock Gallery app or the Photos app (the one with the pinwheel icon)?
