Pin Support for App Purchases

I have turned on the option to require a PIN when purchasing apps. I downloaded two free apps and the PIN was never asked for. My question is:

Does this feature not work or
Does it not prompt because the apps are free (plus I have no CC info on file yet)

I installed the latest version of the Market app on my phone yesterday and activated the PIN required for paid apps, and it does work! I didn't ask me for my PIN for free apps, but it did for the HDR Camera Pro!

Great feature, now my 7 year old can't accidentally buy apps anymore!
