Pixel 1: White screen randomly appears with bug icon at top

I own a Pixel 1 XL running Android version 9 build number PQ1A.2181205.002.A1. Within the last month my phone gets a random behavior where a white screen appears that has a black circle at the top, within that a square, and within that what appears to be a 'bug' icon. However, I have no idea what this is, and it occurs randomly. Anyone else seen this? I'm careful about the websites I visit, nothing sketchy, and don't have a lot of sketchy 3rd party apps. I'm pretty boring. Little help?

It's been an hour in Safe Mode and the random white screen hasn't popped up. I uninstalled the most recent apps installed to see if I can identify the offender.
