These work without root. They install as a separate app. So to access goto Wallpaper-Live Wallpapers. Only bug I've seen is they don't always let you load them to lock screen.

It depends - they will use up a bit more juice than regular wallpapers; but I'd say the best way to judge that would be by downloading one and seeing what happens with your battery consumption!

I've been running them since they were available and battery usage is very small, barely noticeable.
