Pixel 3 app permissions problem?

Something weird that I noticed yesterday that hasn't happened previously on my Pixel 3 XL: when a new app is installed that requires a permission, say location access, it isn't promoting me to turn it on.

For example, previously if an app needed a permission, it would give me a pop-up where I could click "allow." Now it will just sit there claiming to be offline. I'll have to go into the app section of settings, find the app, go to permissions, and then toggle the permission on.

Seemed to work fine until a day ago.

And sorry, I have no answer to your question. I find that a lot of apps, running in Pie, ask for permissions the first time they need them.
