Personally, I think Verizon's motivation is to stop users from doing exactly what they've been doing with Pixel phones, e.g., buy the Verizon model because you want to get it right now from a brick and mortar store then activate it on your carrier of choice... Pick it up at Best Buy, pop in your carrier's SIM and away you go. Obviously, that didn't result in new subscribers for Verizon's service.
Essentially, they've turned it into a PITA to buy the Verizon model of the newest Pixel phones if you don't intend to actually use it on Verizon. You're going to be faced with a new issue if you're not a Verizon customer: You will need to activate the phone with a Verizon SIM and wait for approximately 24 hours before you can move the phone elsewhere. So, where can you get a Verizon SIM card you can use for 24 hours?
I have no family members using Verizon. I have one friend whose carrier is Verizon; however, I doubt very much that she would be willing to let her own phone go without its SIM card for 24 hours just so I could use it to activate my Pixel 3 XL. Fortunately, I don't have that issue because I don't have the Verizon model, but it's not going to be convenient for those who bought the Verizon model Pixel phone to use on a carrier other than Verizon.
