Pixel c won't connect to win10 pc via usb

pixel does not appear in Device Manager, File Explorer, or Devices and Printers.

Welcome to Android Central! After connecting, swipe down the notification panel, tap the USB icon, and make sure MTP is selected. Marshmallow defaults to Charge Only.

I'm having the same issue with my Pixel C I have developer enabled USB debugging on and when I plug into my windows 10 laptop nothing happens no USB icon in notification center.i tried it my Nexus 6P and it pops right up
