Pixel loading pictures uses data not wifi

My pixel xl suddenly used vastly more data than I was used to on my previous phone, about 1.5gb in 2 days. I traced it to the free picture backup facility by Google. It seems the default is to do this even on data rather than wifi.

I went to settings, data usage, cellular data usage, pictures and told it to only do it on wifi.

It seems this is done when phone is on charge, but I charge my phone in the car when on cellular.

The default is not to back up over cellular. Sounds like your setting was inadvertently toggled.
 
Default was wifi for me. 1.5gb in two days? How many pictures do you take!?! I'm assuming you had a backlog of pics that weren't uploading?
 
In the Google Photos app settings, you want to be sure that the pictures/media are backed up only via WiFi

Another thing I like to do which is also in the settings is backup media only when phone charger is plugged in, so the whole backing up process won't drain my battery.

So my phone will only upload media when both of these criteria are met:

(a) phone is on wifi
and
(b) phone is plugged in
 
Make sure to set it up like this... Where backup over cellular is turned off.
