Pixel says answered on another device

Does anyone who already owns a pixel and Google Home have issues with which one "hears" you and answers you? i thought it was supposed to be able to detect which one was closer? I could have the Pixel in my hand, and the Google Home in the other room, they both chirp up to the OK Google command, but the phone says "Answered on another device".

Why is that?

I run into this quite a bit. It has gotten better than 6 months ago, but I still run into it. It can get annoying and is one reason I have not added more Home's to my house yet.
