Pixel XL phone and android version 9, offline maps do not work

Whether sim card is in or out and there is no internet offline map do not work. I get a message can't find a way there, try again.

In order to "find the way there". Maps first needs the latitude and longitude of your destination. It does this online. Then you can turn on airplane mode and Maps should still work. If you install MyDirections and set the location in there, using it to Navigate will work, because it records the Lat/Lon, and that's what it feeds Maps when it runs it.
