Play Store and Android Device manager help

So its weird. If i try to download an app from my computer onto my nexus 5 it wont download onto my device. When i go into the playstore and go to my apps its listed there but didnt download. I noticed this when i tried to download the android device manager app, but its the same for every other app i try to download from my computer. I also tried setting up android device manager for my nexus 5 but it kept saying unavailable eben though it was right in front of me in my hands...i already went into the google settings and allowed device manager to run and what not but i cant get it to work. Google maps is able to pinpoint my location easily however. I thought it was something wrong with kit kat but my nexus 7 had no problem downloading apps remotely, and easily hooked up to the device manager. any thoughts? im a little mad about this. my n5 is still on 4.4 and my n7 is on 4.4.2. maybe thats it?

This may sound strange, but have you reset your app preferences?
 
Did you recently try the old android trick of clearing the data from "Google Framework Services" like I did to try and force your Nexus 5 to update to either 4.4.1 or 4.4.2? I've made this mistake and now, from a PC, the play store says my google account has no devices (and I can't figure out how to add any). The Play Store on my phone, using the same google account, is just fine still and downloads/manages all my apps perfectly. It's only the web interface.

Just wondering because it's somewhat similar.

haha actually my friend might have. I told him how i was waiting for 4.4.2 and he took my phone to play around with it. i already knew of the problems it causes so this might be related to it. you know if theres any fix besides a factory reset?

No, I don't. I'm going through the same dilemma right now. I hate resetting my home screens back up and all my preferences...it's only fun with a new launcher or something lol.
I should emphasize that I don't know if that's related to your issue or not. I just know I'm having issues with the Play Store on PCs but not my device, and all I've done is clear the google framework services before reading that it now not only doesn't work, but messes the system up. :-\ Guess I'll be factory resetting too...still holding out for some other solution though.
 
Yeah not looking to reset my phone... Maybe 4.4.2 will help. Just got it haha
