Play Store downloads/updates stuck at 99%

m using a Note9 that's only a month old. The last 2 days, any app updates or new apps I'm trying to download get stuck at 99% (sometimes 100%). Things I've tried so far:

* Resetting the Play Store to default and deleting data/cache
* Wiping the cache of the whole phone
* Disabling the Google app (per suggestions I found elsewhere)
* Uninstalling Nova Launcher (per suggestions)
* Wiping the cache/data of the Download Manager

It's driving me up the wall. No idea what to try. Any advice?
