Play store Speeds Ridiculously Slow on WiFi

Ridiculously slow speeds on my new Nexus 5 too.

While browsing the web is as speedier than on my Gnexus, the Gnexus is able to download apps from the Play store a few hundred times faster than my Nexus 5.
Tried Factory resetting, tried clearing cache and data, tried the DHCP method above, nothing seems to help.
And to make it weirder, from time to time it reaches normal download speeds for a few seconds, sometimes up to a few tens of seconds, but then immediately returns back to the slow-poke speed.

There is one thing though, I ordered my N5 from America and am using it in the Netherlands (I expected only the LTE bands to differ, but I don't use those (GSM network here) so I figured I'd be fine) So could this be causing issues? I very much doubt it, seeing as wifi is wifi, but thought I'd through it out there just to be sure.
Another thing is that I haven't put my SIM card in it yet (wanted to swap the SIM after I fixed the Wifi issues) so could that cause some problems?

Really need to know if it is a faulty model or a software problem.

This issue has been pissing me off for the last couple months. I tthought it was my router (Asus RT-AC66U) so I factory reset it yesterday and still no improvement. The Speed Test app on all my GS3, Nexus 7 and Nexus 5 all show they can utilize my full bandwidth but yet YouTube and the Play Store perform so terribly. I am very stumped.
 
Experiencing super slow speeds on both Nexus 5 and Nexus 7(2013). Only on WiFi. I switched the N5 to LTE and was super quick again.
 
I'm having the same exact issues with the Play Store and Youtube. I have a note II and s4. Both have the same exact issue. However, every single computer on the network runs youtube perfectly. Both Note II and S4 work normally on 4G. I'm starting to think it's a TWC issue.
 
I just had the same problem today on my nexus 4 and my wife's nexus 5!! what is going on here?? Youtube and downloading apps from the play store is in KB speed. I heard that the internet providers ( which in my case is Cox communication) is throttling Google services.

Any idea guys !!!
 
my Moto G had almost dying slow download speed from Google Play store. I read many threads. One temporary solution which I found in a thread within this forum, worked for me.

Used Menu->App option to reach to Google Play services listing there. Deleted cache & data from Google Play services followed by Google Play store.

My downloads improved rather got reset to what it was/should have been.

However I feel that this is a temp solution only. Google needs to do something to resolve this problem on all Android devices (namely Nexus 5/4 etc, along with Moto G offcourse).
 
Its not just a verizon fios problem.
I have AT&T uverse with decent internet speeds and i am having the same problem.
Im using a Samsung Galaxy S6 Edge on Verizon.
 
Finally...

Just clear Google account app data in setting rather than Google play services.
