Play Store stops downloading after about 40 Kb of data but speedtests show 8 Mbps

So this is really weird. Using the FCC speedtest app I am averaging 6.5 Mbps with jumps up to 8.4 Mbps but when I try to download from the Play Store it takes about 1 minute to get to 40 kb or so and then it stops downloading. It will show the bar for a while then the download bar goes away and the install button comes back. It does it with any app I try to download, does not matter which one but it works perfectly on WiFi.

I cleared the cache, data and force stopped the Play Store app and it still acts the same. Is this a Moto X issue because the HTC One I was using on Monday worked perfectly with the Play Store, then I switched to the Moto X and the Play Store has been having all sorts of fits while connected to at&t's network.

Anyone else having this issue because at&t customer service is less than helpful with this issue.
 
It doesn't even get to the downloading part for me. It says installing but never does anything :(

This is on my Note 2 so I don't think it's just a Moto X issue.
 
It may be a Play services issue.
