Play store won't download with wifi

[Android Central Question]

I can't download or update apps from the playstore using wifi but can using data, browsing is fine with wifi so the wifi isnt at fault. I have tried changing the google account, resetting the cache, my router is already ipv4, ive updated play store services and i've factory reset my phone (galaxy note 8). This problem was happening for a few weeks for data as well but recently has only been persistent with wifi.
