I have an htc one (AT&T) that I rooted and flashed a google play edition rom (jellybean 4.3). Phone was running great until I tried installing a kernel to use the htc logo as a button. something happened with the install, when i rebooted the phone it was stuck at the HTC startup screen. made the mistake of accidentally clearing my internal storage while trying to fix this. So now I am left with a phone with no OS. I can get my pc to recognize the phone in fastboot but not adb. By the way it is using TWRP and it will not go into sideload. Please post your thoughts/advice, thanks in advance!

Initially my thoughts on what caused the problem.. Is it possible the kernel you flashed wasn't compatible with Android 4.3?

I'm relatively new to the HTC One myself with rooting so I can't offer any real solid advice there.

Have you tried Mounting Storage option in TWRP to connect to your computer?

I misinformed Paul on this one. Here's my recommendation. Get yourself a USB OTG cable and a flash drive. Move the firmware to the flash drive, and use TWRP to mount USB OTG. You should be able to flash from there to restore your OS. Better yet, try to RUU the device. I'll help you find the file if you tell me which phone you're using.

I have ordered an OTG cable but i really cant wait as I don't have a spare phone. So I was thinking that RUU was going to be the way to go, I actually tried it thinking that I had the correct file but it did not work. So my bootloader has already been re-locked. Here is the information I get when I use the "fastboot getvar all" command:

(bootloader) version: 0.5
(bootloader) version-bootloader: 1.44.0000
(bootloader) version-baseband: 4A.17.3250.20

Thank you

My HTC one is finally up and running again. RUU repeatedly got stuck in sending part of the process. After trying to sideload a few times it finally worked so I pushed the 4.3 GPE ROM that I had been running

When ever you flash anything make sure you have a backup. You could of saved yourself a lot of grief just by restoring your backup.... LOL. Remember rule #1 keep a mandatory backup on your phone.
