Please help with optimus g

My phone will charge visually, I can see how much is being charged; however it does not turn on. I tried vol down + power.... no luck. I want to do a factory reset using the computer. Are there any downloads/programs I can use to fix this?

Yea adb go download the Android sdk it'll be in there then install the drivers and do adb/reboot/recovery

adb is popping up in dos mode then scrolls down and then turns off. Looking on google for a fix, do you have an article or know what i'm talking about

also, can i do this without the phone being on?

Should work with phone off yes and make sure you have all the right drivers installed for your phone and for adb otherwise it will not work
