Please help

I recently upgraded from the 6a to the 7 pro. One of my favorite features of my pixel was direct my call in the phone app. Now I can not get it to activate on my 7 pro. It just keeps loading and never activates. It also says that WiFi is required to activate. I'm sure this was not the case on my 6a. I was able to activate it on mobile data. And yes I have been trying to activate it on WiFi. I absolutely love my new phone, it's my first flagship device and it's really frustrating that one of my favorite features doesn't work as it should. Especially when it worked great on a lesser phone. Please help if you can. I'm open ideas to try to figure it out.

You're not using a VPN, are you? If you are, turn it off and see if that makes a difference.
