Welcome to Android Central! If you have an SD card inserted, try removing it in case it's corrupt. Otherwise, the firmware may have become corrupt. Have you already tried a factory reset?
I made you the owner of the original guest post to make it easier for you to find.
There's no way to backup data if you can't boot normally. That's why it's always important to keep your data backed up or synced on a regular basis, in case of an issue like this.
Is there an option to wipe the cache partition in your Recovery Menu?

is there any chance if i disallow a permission on system setting this happens if yes i have to re allow which permission ?
A PC will usually recognize a USB device when connected, even if that device isn't booting properly -- it doesn't mean the PC can communicate properly with it to access the data. The connected device has to be operating normally.
Let's see if a couple of our members @dangerousfen and @Madd62 (who are much more familiar with Xiaomi phones than I am) have any ideas. It's also worth posting your question in the forums at XDA-Developers.com, where people may be more familiar with this kind of thing.
Not sure, sorry. The problem is that even if you could send ADB commands, I doubt any of those commands would allow you to boot the phone properly, if the firmware is corrupt. And I'm not aware of any way to access the data on the phone using ADB.
