Pop ups ads appearing all the time, cannot find cause

Suddenly a couple weeks ago, pop ups ads started on my Samsung Galaxy 6. They pop up, filling the whole screen, when I'm writing a text, on Facebook, viewing my gallery, etc... They are Ad Choices ads and for Audi, CVS, etc. I've read forums and followed advice, I deleted apps hoping that would get rid of them, but it hasn't. I've tried to determine what app, if any, is causing them but haven't had any luck. Malware Bytes and anti virus apps haven't found anything. Does anyone have any advice on how I can get rid of them, aside from a factory reset? Thx!!

Have you uninstalled all of your apps, or are there still some on the phone? In these situations, you usually have to uninstall apps one by one until the problem goes away.
