Yeah, does that on this site sometimes. I have commented on it quite a few times. Very noticeable on the sky. Seems random, only noticed it a handful of times.
No effect on that picture.

If on Web, click advanced, then manage attachments. You can upload from there. It's clunky as hell, but works. It will randomly rotate them 90deg though.
