Posting pictures to AC

Every time I try and post a picture to the forms, ie: picture contest, it says that it can't upload the picture. Anyone know why?

If the file type isn't one of apk, bmp, doc, gif, jpe, jpeg, jpg, pdf, png, psd, rar, txt or zip, it won't upload. If it's too large, it won't upload.

(And once in a while, I've had it refuse to upload for a few hours, then it starts working again.)
