Potential Android 4.3 bug?

I have this issue that I swear has been only happening since I've updated to 4.3.

Using my Nexus 4, when I get a voicemail, I get the usual Android voicemail notification (little tape icon at the top of the phone). Since the 4.3 update though, I've been getting that icon AND an additional SMS message sent to me informing me I have a new voicemail. It's quite annoying. I suspect there are 2 notifications being sent by my provider and my phone should ignore the SMS notification for voicemail (which was working correctly up until Android 4.3). Here's a screenshot of what I see everytime I get a new voicemail message:

Update: it's working fine on my wife's Galaxy S3 which is running Android 4.1.2. She's on the same family plan as I am, so it's obviously something with my phone, I suspect Android 4.3 even more now.
