Power Save Off not dimming display

I've noticed this lately and can't figure out why. My wife's One does the same. I'm wondering if it has anything to do with the latest Power Toggles update. Anyone else notice this?

Pull down the notifications menu and press Power saver off to see what options are enabled.

When I use the power saver I turn on the vibration feedback. I really needed it for the keyboard.
