Prevent deactivation of location services on Android 4.2.2

Welcome to Android Central! You could try something like AppLock to lock the Settings.

When the settings are blocked with the app you mention, we can still stop the location service from the widget on the homescreen of the phone (5 buttons we can click to activate wifi, location, data, ...)

Which phone do you have? Are you able to select which toggles appear in the Quick Settings?

And there is still the widget.
