What is the off contract price? Why do people like to buy phones on contract? Off contract is higher up front but your month to month is less.

True, after two years it can be beneficial to be off contract assuming a new customer can save $20/month... But if you are on contract, you would be eligible for partial discounts sooner if you can't wait those two years. Also, being on contract gives you more negotiating power after some time with T-Mobile (rates, early upgrades, etc).
 
Deploying

I'll be deploying before my 2 years. I just started the contract and I'm leaving in 3 months. I'll be stopping my contract with no termination fees after 3 months, with a contract price on phone. I'm sure new ones will be out before I get home, get another contract.

I thought it would have been better to be off contract. I don't know where you're deploying to but cellphones are widely used in Afghanistan and coverage isn't too bad in Iraq either (at least down in Talil, in the Baghdad and Tikrit areas with Asiacell, IraqNA and ZainIQ). If you're off contract t-mo will unlock your phone and you can get a local sim card. EDGE data service is fairly widespread and even if you don't want to do that kind of thing, you can use wifi calling for SMS and regular calls.
 
TMO will unlock your phone even if you currently on contract. Tell them you are military and they will send you an unlock code for your phone. Any problems talk to retentions
