Problem with location settings

So I usually try to keep location stuff off. I don't like to keep gps on because I don't use Google maps or anything. However, I like to see the weather on my widget but It wont show it. Is there a way for the weather to load but not keep gps on?

What options are you given under location settings?.On my phone, I can keep Google location services on and have my weather update, with all other gps' off.
