Problems Receiving Calls

So, I use the ".709" version of this phone on T-Mobile and I'm having an issue where whoever it is that is trying to call me can't get through. It's pissing my wife off. I've disabled the boost app and cache clears. Reboots help but only for a few minutes. Then the issue persists. Anyone have any clues as to what it could be. I'm exhausting all the options before I factory reset.

Just started having this issue and I think it's an incompatible app issue. Called T-Mo and HTC only to be told to clear the cache and data in the actual phone app. And to call back if it persists as notes will be made on the account that I did call in about it.
