Problems with missing memory on a tablet

Hey guys! I'm pretty new with tablets and stufff but I know enough to se when something is wrong.
I bought a Prestigio tablet just the other day and it is suppossed to have 4 GB of memory. The thing is showing only about 1.50GB. Where is the rest of the memory? The guy at the store told me a bunch of stuff that the rest of the memory is used for the OS but I think that it is a pile of BS. I'm not really sure how large is Android OS but I'm pretty sure that It is not almost 3GB. The tablet is new and it does not have much stuff on it so I'm almost convinced that there is something wrong there. Does anyone have similar expirience and if that is the case what can be done to recover the lost space. thank you in advance!
 
Although I don't know your particular device I think you'll find the shop hasn't given you BS.

By way of example, the entry Samsung S4 is sold as a 16GB model but once the OS has taken its share you’ve got a little over 7GB left. It's all very misleading I agree and something should be done about it, but the quoted storage is before the OS has loaded up.

Welcome to Android Central! I agree with Sizzers--if the device is advertised as having 4 GB of memory, only a portion of it will be available to you to install apps and store data files. The Android OS takes up around 2 GB or so, and any preinstalled apps (aka bloatware) also takes up memory.
