Problems with notifications

I have an interesting situation with receiving app notifications. While I am at home, I will lay my phone down and not touch it for hours. I have a weather app that notifies me of approaching severe weather. We can be experiencing a severe thunderstorm without my phone ever alerting me. However, without fail, as soon as I pick the phone up from its resting location, the alert sounds. It is not directly app related because I have tried 3 different weather apps with the same results. This also happens with ebay notifications. However, I receive SMS and Facebook notifications without any problem.
 
In short - battery optimization.

Make sure the weather apps are excluded from battery optimization, then the apps will be ignored when Doze kicks in. The reason the alerts come in when you pick up the phone is that the battery optimizations turn off and the apps are allowed to access the network and provide the alerts.

Thank you very much. I didn't even know that was a feature. I added the apps to the "unmonitored" list.
