Problems with WIFI-Hotspot

I am not able to make the hotspot work. The network ist shown as connected (also to the internet) in my WIN10, but i cannot receive data. Tried different browsers and different computers. The network ist defined as lokal. - Any suggestions?

I am very sorry. It was a user problem. Data Usage on the phone was off.
