Anyone know if Project Fi has an option to upgrade phones annually? Similar to what Samsung does?

Nope, but they do tend to open their store before the main store each year during the annual look at all our new stuff presentations. I was able to place my order for the 3 XL at 11:30 through the Fi page, but the regular Google store didn't have the preorder option til almost noon. Last year was similar, I had both stores open and kept refreshing and Fi was first, for what it's worth.
 
They do credit trade ins I think. Kinda sorta the same with a different name. They give you a new phone, you give them your old phone and some $$s.

Do you happen to know if they'll take my GS8 as a trade in towards a Pixel by chance?
 
We've been on Fi for a year and love it. When I saw the Fi offer of $799 bill credit if I ordered two Pixel 3 phones, I ordered two Pixel 3 XL 128 phones in Just Black for my wife and myself.

Yeah I got offered $300 for my Pixel 2 (64GB) so I took it... Hopefully all goes smoothly..

I paid full price for the 3 (non XL) and it says the $300 will be credited back to the card I used for purchase...
 
So now what I'm thinking of trying out is this:

Buy Pixel 3 from the Google Store. Put my GS8 sim card in it and try it out on ATT. Doable? Of course my ultimate plan would be to switch over to Fi, but this would just be a test.
