I believe it's part of 5.0. I remember reading that some Nexus 5 users experienced better battery performance on the dev preview.

It's not anything big it's just party of the power/battery safe mode on the device

Lollipop boosts battery life, but it's nothing amazing. Depending on your device and usage habits, I'd guess you'll see 10-30% improvement.

As more devs take advantage of it in their apps, we should see greater battery life improvement.
