Promotional gift card use

I have 2 promotional gift cards from TMO. Info says they have no cash value. Does this mean you can't use them to pay a credit card type bill online that is not a TMO bill? Can you pay a TMO bill online with them? Thanks.

If they're VISA or MasterCard, you can use them just like a credit/debit card to pay bills. I believe the "no cash value" part means that you can't cash these ones out.
