PSA: Improve Chrome Performance on Samsung devices

All you have to do is install it. It's some sort of framework plug-in for Samsung devices. Pretty monumental difference in my Chrome performance on my GS6.

I got this one for the Note 3 I believe... I just wish Google would put SOMETHING on the description other than -Samsung plug in- haha
