Pull down menu quit working

Twice in about a week this has happened to me where when I swipe down, the pull down menu doesn't come up at all it's as if there isn't one. I restart the phone and it's back. Anyone else have this issue?

Any apps, extensions or new widgets u have installed in the past few days???....have not seen this issue yet

No I have been using Nova launcher but took that away this problem happened yesterday and IT also happened probably 5 or 6 days before that
