Pull the Ring to Unlock not Working [HTC Evo 3D]

[Android Central Question]

The ring on the lock screen refuses to pull up and show the keypad for the password. The notification bar also does not respond. The ring jiggles, which lets me know that the screen isn't broken, but it just pulls up a bit, wiggles, and displays the message "Pull the ring to unlock" for a bit, then it disappears and shows the normal time, date.

This is what it says when I press POWER and DOWN VOLUME:

We're just starting this phone up again after quite a few years, and this is disappointing, to say the least.

Is there any way to fix this? Thank you in advance!
