Purchase Used HTC Sensation without Data?

Hi all,
I found an offer to buy an HTC Sensation 4g on Craiglist. I understand that to use an android device, one must purchase a monthly data plan to go along with it. My father point-blank refuses to do this, so I was wondering, if I buy an android phone used, will I need a data plan to use it? Because I'm honestly in a wifi zone 99% of the time, and it'd be a huge waste to pay so much extra per month. I believe one needs a data plan to activate it when it is new, but I wasn't sure of any precedence for when the phone was used/already activated.
 
if its an AT&T or T-Mobile phone you can probably get away without one. Since you just take the sim card from the old phone and put it in the new one.

If its Verizon or Sprint they will force you to get a data plan, because they dont use Sim cards so they will know when you call to activate thats a smartphone.
