Push email does not work (sync at 11 1/2 min.)

Device: Galaxy s3 and s4 tested 4.1.2
Carrier Verizon
Email client tested Touchdown and native
Problem: Push email does not work, but will pull data every 11 1/2 minutes
Testing performed:
installed and configured both email apps - monitored email, same result,
tested with external sender as well as internal - same result
push email is configured on both clients
not connected to wi fi - same result
connected to external (home) wifi, - same result
findings: if I disable the mobile data and then enable it then push email works for approximately 2 minutes, then starts the 11 1/2 pull process.

Any ideas? thanks,

I had the exact same problem with both of my email accounts. I pulled down the notification task bar and turned the "Sync" toggle button on. I had never had this turned on before but after a couple of months my emails stopped pushing automatically. I turned the "Sync" on and it works fine now. Maybe software update changed something???
