TiKl uses both mobile &/or WiFi.
Being a beta tester for TiKl as well as a "V" user I can tell you that as long as your connected to WiFi all data will be used via WiFi.
I'm not sure where or who told you other wise but my statement holds true.
However there are many alternatives for such voIP communication so browse around.
But I can assure you they all handle data the same way in the end.

I see. Reading the specs, the data is indeed sent over WiFi.
My problem is I want to use my Optimus V (let's call it "V1") to communicate to a second Optimus V device that has not been activated (let's call it V2).
My V1 has a normal Virgin phone number.
My V2 has a Google voice # (and GrooveIP). I have no problems calling in/out with GrooveIP and no activation.
When I try to TiKl V2 from my V1, it says "User does not have TiKl, do you want to send an SMS to recommend TiKl" and then of course it fails because the non-activated V2 cannot receive SMS.
Likewise when I try to TiKl V1 from my V2, it says the same thing and fails because a non-activated phone cannot send outgoing SMS.
In TiKl, you have 2 options for adding a contact: 1. phone book 2. Facebook
Option #1 does not work, so right now as a workaround I am using option 2 after creating a couple of "dummy" Facebook accounts for each phone to connect with.
The problem is that V2 is limited to contacting people with a Facebook account... Otherwise my V2 cannot TiKl them, even if they have the app installed.
