can i use skype and viber without wi fi connection at my samsung glaxy 3 i want to do just internet package through sim

I don't really use viber, but Skype does depend on an internet connection. I would guess Viber is the same.

Both rely on an internet connection. You should be able to use them over your carrier's network, which I'm guessing is what you meant by internet package sim
